Flag State is signatory to all the major safety and environmental protection Conventions and Treaties. It is an active member of the IMO, Samoa Navals Register has set the standard with regard to IMO participation and early ratification of the major Safety and Environmental Protection Treaties.
The Samoa Navals Register uses a worldwide network of nautical inspectors to conduct annual safety inspections, which compliment the surveys, conducted by the classification societies on our behalf. These inspections are focused on operational, manning, training and safety management issues. This program is critical to maintaining the quality of this ship registry..

2. New Building

The below list of the documents are required to be submitted to complete the registration of a vessel. Applicants are requested to complete those pages of the application form that are relevant to the vessel being registered.

  1. Completed Application form (Can be downloaded from download tab)
  2. Letter of Authorization of delegation (must be notorized)
  3. Declaration of ownership (must be notarized)
  4. Application for safe manning certificate
  5. Application for Ship Radio communication License
  6. Application for Continuous Synopsis Record (CSR)
  7. Application for MLC 2006 DMLC Part 1
  8. *Application for LRIT Conformance Test Report
  9. Bill of Sale and/or Builder’s Certificate (Must be notarised)
  10. Copy of Certificate of Company Incorporation
  11. Civil Liability for Bunker Oil Pollution Damage (Bunker CLC) (All vessels over 1000 GT)
  12. Civil Liability for Oil Pollution Damage (CLC) (Tankers only)
  13. International Tonnage Certificate
  14. Certificate of Survey
  15. Samoa Navals ISM Code Document of Compliance
  16. Exemptions/Equivalent Arrangements certificates
  17. Notification of Radio Accounting Authority (AAIC)
  18. *Initial Inspection Report
  19. *Application for LRIT Conformance Test Report
3. Flag Change for Existing Vessel

The below list of the documents are required to be submitted to complete the registration of a vessel. Applicants are requested to complete those pages of the application form that are relevant to the vessel being registered.
